HISTORY:
Tara Systems (Australia) were a major supplier of this equipment in the 80's & 90's and these units were in use by many State Emergency Organisations, including Police. Of course the 2020 etc would not be in use these days, particularly with the transition to digital communications technology. These analog interface systems were based on DTMF control tones with extensive use of the nice NE567 PLL device(s). However, "perhaps" someone still has a 2020 analog radio~landline interface system and are in need of this most important component - the keypad user interface. If this keypad stops working correctly (all these types of keypad will fail - eventually) then you cannot program the system or control the interface, make calls etc

If a complete 2020 system interests you, take a look HERE
Keypad assembly as shown in the photographs, this pack is actually 2x complete assemblies and 1x partial assembly - all are included in the one pack (I couldn't see a big demand for these so they have been packaged together)
Note that this "kit" sits on top of the PCB T2K-KEY-D
Here is a photograph of that board (NOT supplied with these keypad kits)
I do have one of these boards, complete, HERE
All components of the kit are new and have been stored within sealed plastic packs, they are clean and ready to "go" especially those tiny conductive rubber buttons underneath each button.
I guess it is conceivable that this keypad could be used to create customised equipment but you would need to design your own matching PCB with the Gold plated contact areas to mate with this kit.
This keypad kit of 2+ keypad assemblies have now been packed in sealed plastic waiting for a new purpose in life! Anything is better than sitting in my spare parts drawers ...
