New or Used?
Now, I am 95% sure these valves are perfectly fine electrically, I ALWAYS tested my tubes before putting them away for stock spares but stupidly I have sold my two tube testers so I cannot confirm their condition any longer.
I last looked at these a LONG time ago, it is quite likely these were new valves but orphaned from their boxes.
