New or Used?
Now, I am 95% sure this valve is perfectly fine electrically, I ALWAYS tested my tubes before putting them away for stock spares but stupidly I have sold my two tube testers so I cannot confirm their condition any longer.
I last looked at these a LONG time ago, it is quite likely this was a new valve but orphaned from its box.

Commonly used in audio power output stages, usually two or more in push pull but unfortunately I can only locate this one tube at the moment.
No useage burn observed - I suspect these are still new but without their boxes
