The 9640 is the manufacturing date code, I believe this code indicates these left the factory in 1996

NOTE: There is NO indent or other means of locking the pot in position on the panel

Clean and undamaged physically
Still in the original suppliers packet (Farnell/Element 14)
NO physical damage
Light/slight dullness to the leads due to oxidisation but these remain perfectly serviceable
