I have a LOT of old components from the workshops, some might be useful for service/restoration projects but other components are antiquities only - this IC probably falls into this category!
Weltrend were a major integrated circuit designer/manufacturers of devices to be used in the world of display technology - that is, CRT display technology (although they did move on to LCD technology in later years)
Dig around inside a decent quality CRT based monitor from the 1990's and there is a very good chance you will find some Weltrend devices.

Function: This chips is designed for synchronous signal processing, power saving detection of multi-sync display monitors and these chips were used across a wide range of monitors in the day.
CRT Display monitors supporting standard IBM VGA, VESA super VGA and IBM 8514/A video modes often had these chips although it can also be found in other high-end display monitors supporting non-standard video modes with user-defined horizontal/vertical frequency ranges - these devices are very versatile.
The WT8046 has multiple functions such as horizontal/vertical frequency discrimination, display mode selection, synchronous pulse polarity, power saving detection and even a basic test pattern generator is built into the chip!.
