Yes, this component is a "pull" from known fully functional equipment
Why use a "pull"?
SUSTAINABILITY:
The more we can repurpose anything, not just electronic components, the less we will take from the earth as raw materials and all that Ee will not be wasted.
Ee?
Ee (Embodied Energy) is a measure of how much energy was consumed right from the digging up of raw materials to the final completed product and even includes distribution of that product.

SUPPLY CHAIN ISSUES:
Electronic supply chains are just a bit maniacal at the moment and don't look to improve in the medium term either. Instead of waiting for that 'brand new' component, perhaps a used (but known fully functioning) device could fit the bill?
Actually in the case of this ISR device, it really irrelevant because they are not manufactured any longer!
Of course, it entirely depends upon the situation that this device is facing, a used (checked) component is fine for non-critical situations, experimentation or even R & D but for mission critical equipment ... well .... I wouldn't!
Many manufacturers used to make these ISR's (Integrated Switching Regulator)
Great as a highly reliable +5V DC source with over-current and temperature protection using a wide input voltage range
