Obviously these were previously horizontal mounted onto the PCB, the axial leads are bent through 90 degrees for PCB through hole mounting. Lead length is 9.8mm or when measured from the cap body to the PCB, just 2.5mm The leads have NOT been cut, there is just enough lead to fit into a PCB or straighten out the lead for horizontal wiring.

These measurements indicate the capacitance values are all within tolerance (actually within 10% not 20%) and all ESR values look fine.
