It is a concept that creates a measurement of ALL things (not just electronics) that humans have made and the energy used in obtaining the raw material, processing the materials right through to a finished product and even should include the shipping of the item to the distributors/retailers.

These are very good electrolytics, the EPCOS origins go back to the Siemens (Germany) days - at the time (and still are) one of the best electro's in this class but also the most expensive!
Siemens wanted to get out of the passive component business just before the end of the 20th Century and partnered with Matshushita initally and then with TDK (Japan). EPCOS was born from the partnership of Siemens and TDK. The part numbers can still be directly referenced back to the original Siemen component coding system.
