Fiber optic "backbone" communications system (secure) rack mount cards. The system distribution backbone used fiber and then down-converted to analog video/audio at various points, outputs being via coaxial cable.
This lead had the BNC female connector panel mounted, with the coaxial tail being soldered directly to the PCB pads.
The flexible coaxial cable is type RG179 Military spec (C-17G) and has a nice PTFE high temperature dielectric, meaning that not only will the dielectric not become easily damaged while soldering but the RF characteristics are also superb.
The coaxial cable is "Tensolite" trade name, manufactured by CARLISLE INTERCONNECT TECHNOLOGIES (USA)

I have multiple numbers of these leads, most have at least partial manufacturer identification printed in Black and running vertically on the sheath, it all depends upon which length of coax was cut to assemble the lead originally.

"Distant end" of the coaxial tail is bare conductors, as removed from the PCB
