Each side of the case is marked, I believe these markings indicate as follows:
PEEP - Primary - Earth - Earth - Primary
SEEC - Secondary - Earth - Earth - Common
DC tests confirm this and those Earth points are all connected together but NOT to the case
Known to be working prior to dismantling and also DC Ohm tested prior to advertising
Because I had some basic test equipment on the bench testing other transformers, I went back and confirmed some characteristics of this transformer

Turns ratio is 1 : 5.24
Impedance ratio is 1 : 27.4
Designed and intended for low level analog audio, such as source to equipment input impedance matching.
Stored and provided in a sealed plastic bag.
It would be nice to have more detailed specificatons but I cannot find the datasheets, it would be safe to assume these will be fine up to at least 18Khz (3dB points) - PKE designed and made great, high quality components and equipment for the Australian broadcasting industry.
